Tirana is undergoing a transformation that combines iconic architecture and historical heritage, propelling the city towards a dynamic and contemporary future. Against this backdrop, the Tirana-based S7 team – in collaboration with colleagues in Milan, Turin and Lisbon – has submitted two design proposals for an international competition, imagining new urban centres capable of blending tradition and innovation. The first proposal consists of two solutions that reflect the dynamism of the Albanian capital: an administrative cluster composed of six overlapping cubes that fit together to create a dynamic architectural organism designed to house 22 government institutions. Next to it, Flowline Heights, a tower over 150 metres high, reinterprets the traditional courtyards of Tirana's houses in height. It houses residences, offices, retail and services, becoming a bridge between the past and the future.

The second proposal, on the other hand, envisages a modern administrative hub, the Property Institutions Cluster, which develops around the Land Registry Agency building. The new structure integrates flexible spaces and public services in an architectural gesture that blends roots and innovation. Next to it, a tower over 130 metres high rises next to the university hub: two intertwined volumes that create an architectural profile in constant motion, like a dance rising towards the sky. Inside, student residences, hotels, residences, offices and recreational spaces merge into a vertical ecosystem that is active 24/7. These proposals represented an important opportunity for us to imagine spaces capable of dialoguing with the city. Thanks also to our in-depth knowledge of the area, we were able to develop projects connected to the urban context, enhancing local identity and responding consciously to the future needs of the community.
